Right to Information Act, 2005 has been hailed as one of the most useful and landmark administrative reforms in the post-independence era of public administration in India. The Report of National Sub-Committee of Central Information Commission (2008) entitled ‘Implementation of Right to Information Act, 2005’ recommends that “all State Governments must undertake, through all forms of mass media, an extensive public awareness programme to educate the people about their right to information. Also, a directory of APIOs, PIOs and Appellate Authorities should be freely available.”The Himachal Pradesh State Information Commission was constituted by the State Government on 4th February, 2006 in exercise of powers conferred by sub section (1) of section 15 of the Right to Information Act, 2005. The Commission started functioning with effect from 1st March, 2006 with headquarters at Shimla.
